Nelen & Schuurmans is developing a flood early warning system for the Parramatta catchment in Sydney, Australia. By combining predictive modelling with an alerting service lead time is created for authorities to take appropriate action.
The Parramatta catchment is a very fast reacting catchment, which is flood prone. The area has high population density, vulnerable objects build along the river and is planning to grow further. Currently, emergency services have no lead time to take action in case of extreme events. Therefore, the council of Parramatta, Sydney Water, the office of Environment Heritage (OEH) and the New South Wales State Emergency Services (NSW SES) are working with Royal HaskoningDHV and Nelen & Schuurmans to build a fully cloud-based warning system.
In the project Nelen & Schuurmans provides the IT products: 3Di and Lizard. 3Di is the fastest available hydro-dynamic model for flood inundation forecasting on the market today. The high-resolution (1x1m) 3Di model of Parramatta is made from LiDAR data and contains all essential structures. Royal HaskoningDHV has built the 3Di model and calibrated it on data from several historical events. Lizard is used as the data hub. Lizard stores and processes historical, actual and forecast data (inlcuding rainfall radar data), performs raster manipulations, processes 3Di results and performs analysis as well as acting as the alerting platform. As Lizard has the ability to handle a wide variety of large datasets it also acts as the back-end for dashboards. Calculations will run on the basis of a 12 hour forecast, when a threshold is reached the alarm protocol is triggered and notifications go out via SMS.
